  INTRODUCTION
  
  Nowadays, in the context of economic and financial crisis, the most pressing issue is the question of the successful development of small business so as the state of small business is an optimal indicator happening in the country. It provides employment for the population, breeds healthy competition, saturates the market with new goods and services, and also provides for the needs of large enterprises. However, creating a successful small business is also has a number of different problems, which in modern the world is becoming relevant.
  The economy is not stable. Countries are not protected from financial crises. Because of this, in recent years, the system of economic relations between individual countries and business structures has become significantly more complicated. Under these conditions, for many countries, the problem of finding new sources of economic growth and ensuring sustainable development has become more acute.

  1.1 Economy role of small business
  Small business is a set of independent small and medium enterprises acting as economic entities of the market. It is a privately owned and operated business. Business activities are characterized by the small size of the business itself, as well as profits, income, in comparison with medium and large enterprises. There are also restrictions on the number of employees for this type of company in Russia- it is less than 100 people. In the United States, the legal definition of a small business is determined by the U.S. Small Business Administration (SBA), which sets the criteria to be used by the SBA in making small business determinations. Criteria by the SBA in determining the definition of a small business includes the number of workers employed or annual receipts. The following criteria is used by the SBA to define a small business [37]. Manufacturing: Maximum number of employees may range from 500 to 1500. In Wholesaling: Maximum number of employees may range from 100 to 500. Restrictions for other industries are presented in the table 1.
