  In the last years presence of foreign hedge-funds at Russia is keep growing. There is an increase in mutual interest of large Russian investors and hedge-funds managers that is promoted by such situations.
  The Federal law “About modification of the Federal law “About investment funds” and several acts of the Russian Federation” from 06.12.2007 N 334-FZ was accepted in 2007. So, because of establishment of the simplified order of regulation and information’ disclosing, from the beginning of 2008 the legal field for functioning of “the qualified (professional) investors” and hedge-funds, is formed in the Russian share market. The status of the qualified investor automatically receive several categories of people, as follows: professional participants of the financial market (brokers, dealers, different credit organizations, management companies), and also the natural persons, but with at least two requirements: they must have securities on the certain (not defined yet) sum, and an operational experience in the company-professional participant or an operational experience in independent trade of financial tools. There is The Federal service on financial markets that has to detail above mentioned requirements.
  I think that in medium-term prospect, taking into account the begun tendency of return of domestic investors’ means from abroad, it is possible to predict fast enough development of national hedge-funds. However from the point of view of destructive influence on financial stability, Russian hedge-industry will be not soon presents something outstanding. But, anyhow, it is necessary to limit investment freedom of “special funds” reasonably in Russia. The Federal service on financial markets should define its position and extend limits of admissible leverage to domestic funds for the qualified investors because of such fact that conditions for the crisis can arise only in the event that the large fund will start to incur losses, having too big sizes of so called “credit shoulders” (that in the conditions of a limit 1 to 3, entered by The Federal service on financial markets in October, 2006 at the fulfillment of margined transactions for a special category of broker offices’ clients which can be classified as the qualified investors, is represented improbable).
